Rukongai (Wandering Soul Town) is the largest portion of Soul Society and the most populated. It is divided into 320 districts (80 in North-, South, West, and East-Rukongai), each numbered in descending order on how far they are from the center; this results in the higher-numerated (and farther) districts decaying into slums. Thus, while District 1 is peaceful and lawful, district 80 is a hardscrabble, violent, crime-infested area; there is no indication that the Shinigami or any other agencies patrol the streets of Rukongai, and as a result, the citizenry are mainly responsible for their day-to-day welfare.
All souls must post their Biography before entering into the Shinigami academy or otherwise. The biographies themselves must be descriptive. Depending on were the soul’s origins lay, will adversely affect its personality traits. After a soul has chosen it's origin it must also take into consideration which type of soul it will retain.
Souls who wish to be anything other then Shinigami type, must refrain from joining the Shinigami Academy. Hollows, Humans, and Quincys may proceed to their designated forums.
Shinigami: are a race of spiritual beings that act as enforcers and who all share similar supernatural powers. They are souls with a high level of innate
Spiritual Energy, recruited from the ranks of the residents and nobility of
Soul Society. Like all spirits, they cannot be detected by normal humans. Shinigami use their
Zanpakutō, supernatural swords that are the manifestation of their owners' power, to perform soul burials on
Pluses. Shinigami also use their Zanpakutō as well as magic known as Kido to fight their archrivals, the
Hollows.
Here are some examples of the districtsJunrinan district #1: Being the district closest in location to Seireitei, Junrinan is in constant contact with Shinigami, as such it rarely harbors any turmoil within its jurisdiction. Souls who reside within its sector mainly display an opposition towards violence and try to avoid it, if at all possible.
Hokutan district #3: Still within the span of Seireitei, Hokutan remains relatively peaceful, though it does not boast the amount of Shinigami patrols as Junrinan. Hokutan does not gather much traffic as it is a reclusive sector with the majority of souls being of elderly age, this affects their moodiness forcing most souls there to be rash in decision making and very intolerable to change, they follow the strict rules given down.
Inuzuri district #78: Little is known of Inuzuri, aside from the reports issued stating civil wars have broken out within its surrounding sector for centuries now. Lawless and self governing Inuzuri is a harsh enough environment to remain. The souls that have lived within its borders are typically self reliant individuals who do not work well with others; over millennial fighting, they know that friend and foe are one in the same making it difficult for such individuals to separate the two.
Zaraki district #80: Legendarily known for its malice and bloodshed Zaraki is the furthest in relation to all other districts from Seireitei. With virtually no working system in place the sector is left to its own filth as criminal organizations and bounty hunters thrive. Souls who make it out of Zaraki are hardened by its constant day to day threats. Simple necessities such as, food, shelter, and clothing become difficult luxuries to attain leaving most souls there either the strongest in battle or not there is no middle ground. The majority of souls surprisingly have become accustomed to the violence and when deprived of it will seek it out in means of self fulfilling battles to the death.
